DETROIT (AP) — Like most Americans, the drivers of Detroit are required to carry auto insurance whenever they get behind the wheel, but many law-abiding residents can’t afford the Motor City’s highest-in-the-nation auto premiums, which top $5,000 a year in some neighborhoods.
So fully half of Detroit drivers do what’s known locally as “driving dirty” — taking to the streets without any coverage. It’s practically a tradition here.
Now Mayor Mike Duggan is trying to do something about the high insurance costs based on concerns that they are deterring new residents and investment from coming to Detroit as it rebuilds after emerging from bankruptcy last year.
The chief reason for the high rates: Michigan is the only state that requires auto insurance policies to come with unlimited lifetime personal-injury protection, meaning that people who are hurt in car crashes get 100 percent of their medical expenses covered, sometimes for years or even decades. The protection applies regardless of who was at fault.

The Obama administration had implemented the special enrollment period from March 15 – April 30 to assist individuals who were unaware they would face a tax penalty for not having “qualifying” health insurance. In all, less than 250,000 individuals decided to enroll nationwide meaning that millions of Americans would rather pay the tax than enroll in Obamacare.
While Hawaii enrolled zero individuals and is the worst performing state, it is not alone. Vermont signed up only 97 households, while Rhode Island enrolled just 25 households.
Hawaii’s dismal performance should not be surprising. The website cost taxpayers $205 million but could only enroll 8,592 individuals in year one. Cost to taxpayers per enroll: $23,899.

WASHINGTON — As Baltimore begins the recovery process from a day and night of rioting Monday in the wake of the funeral of Freddie Gray, one video making the rounds of social media shows a woman taking peacemaking into her own hands.
Baltimore’s WMAR caught video of a mother taking her 16-year-old son to task on Monday, and getting him back in line, in no uncertain terms (warning — there’s some R-rated language in the clip):
“I’m a no-tolerant mother. Everybody that knows me, know I don’t play that,” Toya Graham, a single mother of six, told CBS News. “He said, when ‘I seen you,’ he said, ‘ma, my instinct was to run.’”
Graham said she saw her only son wearing a hoodie and mask amid the protesters demonstrating just hours after a funeral for Gray.
“At that point, I just lost it,” she said. “I was shocked, I was angry, because you never want to see your child out there doing that.”
Baltimore Police Chief Anthony Batts referred to the video in his Monday-night news conference, saying “I wish I had more parents who took charge of their kids tonight.”

Democratic presidential candidate Hillary Clinton said “deep-seated cultural codes, religious beliefs and structural biases have to be changed” to allow women access to “reproductive health care” – which was widely seen as a call to change views on abortion.

The Fairfax County School Board will decide at meetings on April 23 and May 7 whether it should experiment with mixed gender bathrooms in order to accommodate “transgender” teachers and students.
The decision will impact all grades — Preschool-12th grade. Additionally, parents will be unable to move children from the class of a transgendered teacher.
Traditional Values Coalition President Andrea Lafferty encourages Fairfax parents and taxpayers to contact school board members and voice their objections.
“We are very concerned that Fairfax County has selected children — the most vulnerable, least powerful people in our county — as lab animals for this experiment,” Mrs. Lafferty said today.
There is a natural concern for those psychologically unhealthy individuals who are confused and don’t identify with the body parts they were assigned at birth. These people deserve understanding and require counseling and other help.
But the overriding concern must be with the vast majority of students who harbor no confusion about their sexual identity. Parents who object to exposing children to this confused behavior should not be forced to subordinate their sincerely held beliefs in order to accommodate the condition of a very small group of individuals.
The time for the public schools to accommodate, within reason, the direction of parents who object to this behavior is long overdue.
We strongly encourage parents, pastors and anyone else who objects to this confused behavior to speak up at the School Board meeting and anywhere else the opportunity is available.
The tyranny of a very small minority must not be allowed to dictate a practice which is contrary to the more common sense beliefs of the majority.
American Family Association and Traditional Values Coalition urge parents and students to sign up and speak against this experiment at the 7 p.m. meetings of the school board on Thursday, April 23 and May 7 at the Luther Jackson Middle School in Falls Church.

Keefe grew up in Arlington, Vt., where she met Rockwell — who lived in West Arlington — and posed for his painting when she was a 19-year-old telephone operator. The painting was on the cover of the Saturday Evening Post on May 29, 1943.
“I was a telephone operator, 19 years old, and we were neighbors. And [Rockwell] often used neighbors for his paintings,” Keefe said in a 2012 interview with The Courant. “He liked to paint from photos, so his photographer took pictures of me, just posing me different ways and telling me to look this way or that. I don’t remember the photographer telling me to have any kind of attitude on my face, but I’m 90 and don’t remember.”
Although Keefe was petite, Rockwell’s “Rosie the Riveter” had large arms, hands and shoulders. The painting shows the red-haired Rosie in blue jean work overalls sitting down, with a sandwich in her left hand, her right arm atop a lunch box with the name “Rosie” on it, a rivet gun on her lap and her feet resting on a copy of Adolf Hitler’s manifesto, “Mein Kampf.” The entire background is a waving American flag.
“Other than the red hair and my face, Norman Rockwell embellished Rosie’s body,” Keefe said in the 2012 interview. “I was much smaller than that and did not know how he was going to make me look like that until I saw the finished painting.”
Rockwell wanted Rosie to show strength and modeled her body on Michelangelo’s Isaiah, which is on the ceiling of the Sistine Chapel.
