Specifically, Article I, Section 8, of the Constitution reserves for Congress alone the power to declare war, a restriction that has been sorely tested in recent years, including Obama’s authorization of military force in Libya.

In an exclusive WND column, former U.S. Rep. Tom Tancredo claims that Jones introduced his House Concurrent Resolution 107in response to startling recent comments from Secretary of Defense Leon Panetta.

“This week it was Secretary of Defense Panetta’s declaration before the Senate Armed Services Committee that he and President Obama look not to the Congress for authorization to bomb Syria but to NATO and the United Nations,” Tancredo writes. “This led to Rep. Walter Jones, R-N.C., introducing an official resolution calling for impeachment should Obama take offensive action based on Panetta’s policy statement, because it would violate the Constitution.”

In response to questions from Sen. Jeff Sessions, R-Ala., over who determines the proper and legal use of the U.S. military, Panetta said, “Our goal would be to seek international permission and we would … come to the Congress and inform you and determine how best to approach this, whether or not we would want to get permission from the Congress – I think those are issues we would have to discuss as we decide what to do here.”

“Well, I’m almost breathless about that,” Sessions responded, “because what I heard you say is, ‘We’re going to seek international approval, and then we’ll come and tell the Congress what we might do, and we might seek congressional approval.’ And I just want to say to you that’s a big [deal].”

Asked again what was the legal basis for U.S. military force, Panetta suggested a NATO coalition or U.N. resolution.

Santorum easily triumphs in Kansas caucuses

Kansas Republican voters on Saturday heavily favored former Pennsylvania Sen. Rick Santorum in the race for a candidate to challenge President Obama. Santorum won 51 percent of the vote in Saturday’s caucuses in Kansas – the highest level of support he has received in any state. Mitt Romney had 21 percent, Newt Gingrich 14 percent and Ron Paul 13 percent. Campaigning in Missouri, where he has already won a beauty-contest primary but must still compete for delegates, Santorum called his Kansas showing a “comfortable win.”

The Federalist Papers

Originally published anonymously, under the name “Publius,” the Federalist Papers appeared in various New York State newspapers of the period between October 1878 and May 1788. The 85 Federalist Papers were written by Alexander Hamilton, James Madison, and John Jay. Through publishing them, the authors hoped to both explain the new Constitution to the people of America and to garner their support for it.

In Federalist Paper No. 45, James Madison wrote, “The powers delegated by the proposed Constitution to the federal government, are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected. The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State. The operations of the federal government will be most extensive and important in times of war and danger; those of the State governments, in times of peace and security. As the former periods will probably bear a small proportion to the latter, the State governments will here enjoy another advantage over the federal government. The more adequate, indeed, the federal powers may be rendered to the national defense, the less frequent will be those scenes of danger which might favor their ascendancy over the governments of the particular States.”

Federal and State governments operate very differently. The federal government is limited by the Constitution and is only allowed to do what is expressly permitted by the Constitution. The federal government needs Constitutional authority for its power and express Constitutional permission. The States are not limited by that same authority so they are free to enact their own laws and mandates. States cannot override federal law or violate the Constitution, but States are not limited to having to find express permission in the Constitution. States may do whatever the people of the State or their State representatives approve as long as it does not violate the Constitution. Since the Constitution says nothing about mandates, States are free to implement them at a State level; however, the federal government cannot because the federal government needs the express permission from within the Constitution to do so .

So what does it matter that the current president and his administration copied the Massachusetts health care law or used it as a blueprint? It’s truly irrelevant since they should not have tried to enact a State law at the federal level. While imitation may be the highest form of flattery, the federal healthcare mandate is unconstitutional because the federal government does not have the express permission of Constitutional authority to require it.

Stand Up for Rush – and All of Us

Jeffrey Lord at American Spectator has issued a challenge which all conservatives must heed. One can accept the Battleground Poll numbers which consistently report that about 60% of America calls itself conservative or the Gallup numbers which place conservatives as “only” about 40% of the nation or the Survey USA which states that 34% of Americans are conservative and 20% liberal. The fact remains the same: conservative America is much larger than leftist America.

Why, then, can the left engage in the most despicable behavior towards conservatives while Rush’s remark about Ms. Fluke produces a firestorm of leftist activity? The left grasps that ballots in elections make for only one kind of vote that ideologically motivated Americans cast.

Every time conservatives stop watching CNN or take children out of public schools or stop supporting an organization which was once benignly neutral on ideological issues, conservatives cast marketplace ballots that count. But every time the left convinces us that we should not boycott corporations that slavishly toady to leftist whims or gratuitously offend us, we lose a battle that we cannot afford to lose.
This is particularly true when businesses act as if the left is an eight-hundred-pound-gorilla but as if conservatism is a flea. So when Carbonite sanctimoniously drops Rush but continues to support Ed Schultz, it shows no interest in the customer will of conservatives — not because its executives doubt our numbers, but because they doubt our resolve. The same goes for LegalZoom, Quicken Loans, and any of the other advertisers who clearly wish to please the left but are indifferent to the opinions of conservatives.

This has little to do with Rush — those of us who have listened to him for decades recall when goofy leftists “boycotted” Florida orange juice-growers because they advertised on his program and the periodic calls from the left for jihad against Rush because he is so indifferent to their pismirish machinations. The Rush Limbaugh Show is going to do just fine.

But what about the other conservative voices whose businesses, whose careers, and even whose lives can be crushed by the left’s abuse? It is fine to have a Stonewall Jackson Limbaugh in battle with us, but conservatives need to insure for ourselves equal and fair treatment even if we are not giants like Rush.

It is imperative that the left begin to know that we are watching them — that when a business caves into the left’s complaints, it loses permanently a slew of conservative customers. The gnomes of leftist bureaucracy — news executives, college administrators, politically correct “charities” — associations which have been captured by the left and by leftism wherever we encounter it in the private, consensual institutions of American life — must come to understand that each incremental movement toward fairness toward us will be rewarded with more attention, more business, and more support.

But these craven souls should know as well that when we take offense, when we see the bullying of conservatives or the mockery of conservative ideals, supplicating the ire of the left incites our deliberate opposition. As one example, this review by TopConsumerReviews of online computer backup systems rates the top eight (Carbonite, by the way, did not make it). Why could any conservative select Carbonite? More importantly, why, in our social media and our e-mails to each other, should any of us fail to note the vile corporate hostility of Carbonite to our values?

Conservatives need to understand exactly what is going on here. There are bigots who will hate us and try to shut us up. We need not march outside their offices or write hate mail to them, but we also need not “take it” — in fact, we betray each other when we do. We must cast all our “ballots” in order to let the left see the true cost it its intolerance. We should stand up for Rush…and all of us.

So this is the position conservatives should take against the liberal machine. Argue against our policies all day long. Take whatever position our heart desires or your mind believes. Cherish and celebrate freedom. But if you try to destroy personally a conservative simply for being a conservative, then know that we will heed closely and practice rigorously the caution of one of our nation’s greatest patriots, Ben Franklin, after he signed the Declaration of Independence: “We must all hang together, or assuredly we shall all hang separately.”

As the White House struggles to garner support for Obamacare as it approaches Supreme Court arguments on the new health care law, the administration is not leaving anything to chance — not even forces from heaven above.

Yes, on Wednesday, White House officials reportedly called on dozens of nonprofit leaders to aid them in organizing a prayer vigil outside the court – right when justices plan to hear arguments for three days beginning March 26.

In a push that hopes to shape public opinion on the issue at the very center of the battle for the White House and Congress, advocates and officials set their strategy to win favor in motion. White House officials, however, deny they are trying to influence others or garner support by facilitating rallies outside the Supreme Court.

The NY Times adds:

At the White House meeting on Wednesday, a wide range of advocates representing consumers and people with diseases and disabilities — as well as doctors and nurses, labor unions and religious organizations — discussed plans to bolster the landmark law, which is being challenged by 26 states as unconstitutional.

Supporters of the law plan to hold events outside the court on each day of oral argument. The events include speeches by people with medical problems who have benefited or could benefit from the law. In addition, supporters will arrange for radio hosts to interview health care advocates at a “radio row,” at the United Methodist Building on Capitol Hill.

People who attended the meeting on Wednesday said the speakers included Jennifer Palmieri, deputy communications director at the White House; Jon Carson, director of the president’s Office of Public Engagement; Jeanne M. Lambrew, deputy assistant to the president for health policy; and Mark B. Childress, a deputy chief of staff at the White House.

“The White House was very encouraging and supportive of our activities,” said Ronald F. Pollack, executive director of Families USA.

Pollack said the theme of the Supreme Court events would be, “Protect our health care, protect the law.”

About 44 percent of women in the Texas program go to Planned Parenthood clinics, although none that accept funding from the program may perform abortions, and no federal funds are used to terminate pregnancies.

Govt. sets record deficit in February

The federal government recorded its worst monthly deficit in history in February, according to a preliminary report Wednesday from the Congressional Budget Office that said the deficit in fiscal year 2012 is already more than half a trillion dollars.

The CBO’s figures show that despite repeated efforts to trim spending, the government has borrowed 42 cents of every dollar it spent during the first five months of this fiscal year.

The nonpartisan agency projected the government will run a deficit of $229 billion in February, the highest monthly figure ever. The previous high was $223 billion a year ago, in February 2011.

It is the 41st straight month the government has run a deficit — itself a record streak that dates back to the final months of President George W. Bush’s tenure. Before now, the longest streak on record was 11 months.

For all of fiscal year 2012, which began Oct. 1, the budget analysts said the government has raised $869 billion in revenue but spent $1.5 trillion so far.

Congress and President Obama sparred for most of last year on how to cut spending, but the CBO’s figures show that spending has actually remained flat in 2012 once the timing of certain payments has been adjusted.

Mr. Obama last month released a budget that showed the government averaging $1 trillion deficits for the rest of this decade. House Republicans are working to write their own budget now, while Senate Democratic leader Sen. Harry Reid of Nevada has said he doubts his chamber will write a budget this year.

Group sues for Michelle Obama vacation records

A conservative legal group is suing the U.S. Air Force for access to first lady Michelle Obama’s travel records from a 2010 vacation to Spain.

Judicial Watch filed suit Tuesday in the United States District Court for the District of Columbia for access to all records pertaining to an August 2010 vacation taken by the first lady and her daughters — including cost estimates and passenger manifests.

“Evidently, American taxpayers were stuck with a sizable bill so Mrs. Obama could tour around Spain with her family and friends, This administration, as a supposed steward of taxpayer dollars, has an obligation to disclose the full costs of the Obama family’s luxury trip,” said Judicial Watch president Tom Fitton in a statement.

The White House has insisted that the Spanish vacation was paid for by the Obama family — but taxpayers generally pick up the tab for security and other assorted costs.

Obama appealed to Netanyahu at their White House meeting to give economic sanctions time to work, amid concern that Israel, widely believed to be the Middle East’s only nuclear power, could strike Iranian atomic sites.

Iran says it is enriching uranium for peaceful purposes.

“Marriage was defined by God a long time ago,” Cameron said during the interview. “[It’s] almost as old as dirt, and it was defined in the garden between Adam and Eve – one man, one woman for life till death do you part. So I would never attempt to try to redefine marriage.”

Despite the criticism by Hollywood, Cameron has amassed an outpouring of support from many who believe in traditional marriage. Even some critics of his comments have spoken out against the fierce attacks against him, citing his constitutional right to free speech.

“Cameron is thankful for the thousands of emails and comments that he’s received from those who value the freedom to express one’s beliefs,” said the actor’s rep in a statement via email.

“Kirk’s religion clearly states that being gay is wrong, period. … He’s not going to betray his faith just so everyone in Hollywood can approve of him,” wrote one user, AmandaW, on Yahoo’s OMG! blog.

“It’s his right to believe what the Bible says about homosexuality … Simply disagreeing with something does not equal hatred,” agreed user Starr.

Perhaps the most outspoken supporter of Cameron and Christian beliefs was Stephen Baldwin, who responded to the Piers Morgan interview soon after.

“GREAT JOB Kirk!!” Baldwin wrote. “Let’s pray one day Piers Morgan finds true Salvation, God Bless!”

[This article was originally published as the cover story from the June 20 issue of Human Events newspaper.]

President Obama this month opened the White House and, with it, the stature of a presidential photo-op to one of the worst dictators in Africa: Gabon’s Ali Bongo Ondimba.

The Bongo family (his father ruled the oil-rich nation for over 40 years) has stolen a big chunk of the impoverished nation’s gross domestic product, press reports say. The riches have allowed the Bongos to live a life of ostentatious luxury. They buy million-dollar homes in Hollywood and France and spend gobs of money on around-the-world shopping trips.

Even the mainstream media noted the oddity of an American President on June 9 putting down the red carpet for such an unsavory despot.

“The family that has ruled the African nation of Gabon for decades has been accused of taking bribes, stealing hundreds of millions of dollars and presiding over a system rife with corruption, but that hasn’t stopped President Obama from inviting President Ali Bongo of Gabon to the White House Thursday,” said ABC’s Brian Ross.

One dictator on one day at the White House might be excused as playing diplomacy with the hand you’re dealt.

But there seems to be a pattern with this President of reaching out to the worst, while snubbing the best.

A year before Bongo came to town, the leader of a staunch ally visited the White House. There was no red carpet. No photo-op. No dinner. Obama treated Israeli Prime Minister Benjamin Netanyahu like a troublesome kid he had to scare straight.

Netanyahu was shuffled off to an office where the President abruptly left the meeting with the words “let me know if there is anything new,” according to The Times of London, after he failed to get the prime minister to give in to the Palestinians.

When Netanyahu returned this spring, he did get a photo-op. But Obama dissed him once again. He laid the framework for the visit by delivering a speech that said Israel had to shrink its borders, putting Netanyahu in the awkward position of having to publicly reject the suicidal plan.

Obama’s tortured outreach to the Muslim world has found Secretary of State Hillary Clinton referring to Syrian henchmen Bashar Assad as a “reformer.”

When they met, Obama bowed before the Saudi Arabian king. That country’s money and ideology have done more to fuel radical Islam than any other’s.

Obama of ten criticizes Jerusalem, but rarely mentions Hamas, the U.S.-designated terrorist organization that vows to destroy Israel.

It was Obama’s outreach to the renegade regime in Iran that started his troublesome tilt away from Israel. Obama believed the magic of his presence would convince Iran’s hard-line President Mahmoud Ahmadinejad, the one fueling deadly insurgents in Iraq and a nuclear weapons program at home, to sit down and talk.

One of his first acts as President in 2009 was to send a personal letter to Iran’s ultimate leader, Ayatollah Ali Kamenei, seeking a discussion on issues of mutual interest, such as Tehran’s determination to build nukes and destroy Israel.

He also cut a video to the Iranian people, calling Iran one of the world’s “great civilizations.”

“We have serious differences that have grown over time,” Obama said. “My administration is now committed to diplomacy that addres ses the full range of issues before us and to pursuing constructive ties among the United States, Iran and the international community.”

When Ahmadinejad brutally put down a rebellion after he won what the regime calls an election later that year, the White House was mostly silent.

Two years later, what some view as a show of weakness has gotten the U.S. no where. Iran is still trying to kill U.S. troops and make nukes.

Ahmadinejad proclaimed this week he is forming an anti-West axis of Iran, Russia and China to make life even more difficult for America.

At the same time the White House was talking nice to despots in Iran, it was planning to pull the rug out from under two loyal European allies.

The increasingly authoritarian regime in Moscow did not like George W. Bush’s deal to place missile interceptors in Poland and an advanced radar in the Czech Republic to protect Europe from Iran’s gathering storm. Hillary Clinton wanted to “reset” relations with Russia. So the Obama people would move closer to one-party rulers in Russia and move away from newly democratic Eastern Europe.

Obama dumped the missile defense deals to make Vladimir Putin happy. It highly embarrassed Poland and the Czech Republic, who had invested much political capital to win over opponents. Just last week, the Czech defense minister announced he was pulling out of the minor missile defense role the White House offered in place of the Bush plan to host a far-looking tracking radar.

The White House was busy in 2009 offending old friends, too. And there is no better old friend than Great Britain. After the 9-11 attacks, British Prime Minister Tony Blair rushed to Washington in a show of solidarity in a war still being fought 10 years later.

He loaned as a symbol of this alliance a bust of Sir Winston Churchill. In an earlier era, with the world at war, Churchill and Franklin Roosevelt formed a special a lliance to defeat another fanatical enemy.

Britain wanted to extend the bust loan during Obama’s time. But the president sent it packing—literally.

Hugo Chavez

There is no more anti-American, anti-democratic leader in this hemisphere than Venezuela’s Hugo Chavez. Chavez denounces the U.S.A. regularly as he forges closer economic and military ties with Iran and other Socialist rebels in South America.

When Obama and Chavez met for the first time in 2009 at the Summit of the Americas, the two smiled warmly and exchanged a power hand shake.

Obama initiated the meeting. He always does with these kinds of people. There is no indication he in any way protested Chavez’s Cuba-like crack -down that sees a free press, free enterprise and free speech disappearing.

“Everywhere in Latin America, enemies of America are going to use the picture of Chavez smiling and meeting with the President as proof that Chavez is now legitimate, that he’s acceptable,“ Newt Gingrich, a former House speaker, told NBC’s “Today“ show.

Like Israel in the Middle East, there is no better friend to the U.S. in South America than Colombia. It is fighting drug-smuggling Marxist guerrillas cheered on by Hugo Chavez from over the border.

Yet whom did candidate Obama single out for criticism in South America. Who else? Colombia.

“I’m concerned frankly about the reports there of the involvement of the Colombian administration with human rights violations and the suppression of workers,” he said in a raw attempt to win labor support by oppo sing a free trade treaty with Bogota.

Obama has stopped his overt outreach to Iran. Perhaps reality has checked his belief he can sweet-talk fanatics. Now, let’s end talk of a “reformer” running Syria and a “reset” for Moscow authoritarians, and a photographed power handshake with the man who threatens to stop South America’s remarkable climb to free markets and democracies.

GM, which is based in Detroit, announced to employees at one of its facilities that it was halting production of the beleaguered electric car for five weeks and temporarily laying off 1,300 employees.

A GM spokesman told The Hill on Friday that production of the Volt would resume April 23.
“We needed to maintain proper inventory and make sure that we continued to meet market demand,” GM spokesman Chris Lee said in a telephone interview.

Lee noted that sales of the Volt were higher in February than they were in January, and added that California recently decided to allow the electric car to qualify for High Occupancy Vehicle (HOV) lanes in the state.

“We see positive trends, but we needed to make this market adjustment,” he said.

The Chevy Volt has come under criticism from Republicans in Congress because of reports of its batteries catching on fire during testing. President Obama gave the electric vehicle a vote of confidence in a speech to the United Auto Workers union this week, promising he would buy a Volt “five years from now, when I’m not president anymore.”

So Pelosi arranges her own press conference for the woman, and the woman makes it clear (her name is Sandra Fluke) that she’s having so much sex, she can’t pay for it — and we should. She’s having so much sex, she can’t afford it.

She gives the numbers: $3,000 worth of birth control pills worth of sex. She’s paying anywhere from $35,000 to $50,000 a year to go to Georgetown, $20,000 room and board, and can’t afford the 1800 to $3,000 a year for birth control pills and wants us to pay for it. I said, “What does that make her?” She wants taxpayers, the Democrats want taxpayers to pay for it. They want to create a welfare entitlement program where we provide birth control pills, because pregnancy’s an illness. Pregnancy is a “women’s health issue.” So the woman comes forth with this, frankly, hilarious claim that she’s having so much sex (and her buddies with her) that she can’t afford it.

And not one person says, “Well, did you ever think about maybe backing off the amount of sex that you have? Do you ever think maybe it’s your responsibility for your own birth control, not everybody else’s?” Nobody raises those questions. Amazingly, when there is the slightest bit of opposition to this new welfare entitlement being created, then all of a sudden we hate women! We want ’em barefoot and pregnant in the kitchen, all of these other things. So that’s where we are. And now, at the end of this week, I am the person that the women of America are to fear the most. What can I do to the women of America?

Do I have the power to raise their taxes? I do not.

Do I have the power to regulate their behavior? I do not.

Do I have the power to make health care decisions for them? I do not.

Do I have the power to withhold birth control pills from them? I do not.

Do I have the power to audit their tax returns? I do not.

Do I have the power to take their little four-year-old kindergarten student’s lunch and throw it away and make ’em eat something else? I do not.

Do I have the power to look into their personal life and leak the information to the media? I do not.

Is there one bit of freedom that I can deny them? Can I raise their taxes?

They want to blame me as being the person they should fear, when in fact the people doing all these things I just said I have no power to do, the Democrat Party is doing. That’s who everybody’s afraid of in this country. You know that story about the four-year-old girl who had her lunch taken by the federal agent? When those stories happen, have you noticed the people involved don’t want their names known? Who are they afraid of? They’re afraid of Democrat Party. They’re afraid of the Obama administration. The Obama administration will take away your birth control, and if you let ’em do that, they’ll tell you when you can and can’t take it. And then they’ll tell you when you can and have sex, and then they will tell you when you can or cannot have an abortion!

You give them this power, that’s what they want.

Ms. Fluke (seriously?) attends a $60,000/year laws school and claims she and other ladies are having so much sex, they can’t afford the contraception. Contraception is causing her and other ladies to go broke. She wants the public to pay for contraception. Not having sex seems to be out of the question. The woman wants to continue having sex and wants the public to pay for it. What do you call a woman who is paid for sex? ‘Nuff said.

She’s also a liar. She’s not a pawn, too smart for that. Attends law school, I don’t buy that she’s a pawn. She knows very clearly that the Democrat-controlled talking points are to stir up a ‘Republican War Against Women’ to distract from the real story of Obamacare’s individual mandate. The federal government is limited from forcing us to consume goods and services yet it’s doing just that and trotting out people like Ms. Fluke to bizarrely build the case. She is lying by saying Republicans want to deny women access to contraception. No Republicans are talking about that. It’s a lie to distract from the individual mandate. Further, every woman has access to contraception through various educational organizations, Planned Parenthood, existing medical plans, parents’ medical plans, and the freaking Wal-Mart.

Our only hope getting past the individual mandate is the Supreme Court. Otherwise the Feds will be able to force us to buy any goods and services which fit their shifting political agenda.
