Obama Perverts Ex-Im Bank into Competitor for Domestic Banks

Okay, so never heard of the export-import bank before. What was not clear to me was the balance of power between Congress and the President when it comes to banking oversight. I would think certain Congressional committees would he involved with regulation changes, not just the Prez?
